SEDC has signed contract with the Ministry of Interior for preparing a feasibility study on establishment of public service centers. One of the main functions of the governments in democratic states is to provide qualitative administration and public services (hereafter - the public services) for the citizens. Considering all the public services organizational forms, which are practiced by foreign countries, so-called public-service centers should be indicated. It could be a public entity or non-legal person status organization, which objective is to ensure the same level of public services to the regions, municipalities, rural areas of different economical and social development that are removed from major administrative centers. As lots of surveys showed, Lithuanian public administration institutions are implementing "one-stop shop“ principle in order to provide high quality public services for citizens at the lowest labor, material and financial costs, and facilitate the administrative burden of managing those affairs in institutions, to reduce the number of public service to obtain until the necessary information is reached. “One stop shop” is an effective tool to achieve a higher level of the services which are provided to citizens by public administration institutions. However, this principle does not allow a person to get many public services in one place. This is important to administrative centers and state agencies and institutions which are far away from highly populated areas. Furthermore, more modern organizational forms of the delivery of public services are needed. It is assumed that access to public services for the regions which are far away from administrative centers, will be improved by introducing public service centers. The deadline for the preparation of the study is on 15 December, 2010. |
