Project title: Programm for improving the integration of academicians and scientists from the third-countries in Lithuania 

Project tackled main limitations to successful integration of third country employees, including:

-          administrative restrictions that apply to non-EU residents. Lithuania has opened the job market to the residents of EU countries and different rules cannot be applied when employing and guaranteeing proper work conditions to non-Lithuanian residents. However, there are stricter procedures for employees who would like to work in Lithuania from third countries;

-          problems with both integration into society and labour market;

-          undeveloped and non intensive cooperation between universities and business.


The SEDC, for the purpose of expanding international social and economic union between different countries, initiated the project for integration of the residents of the third countries in Lithuania.

The key project concept was, according to the experience of foreign countries, to research and evaluate (through the use of comparative analysis) the integration possibilities of the scientists from the third countries in Lithuania. The conclusions and recommendations were provided.


Target group – researchers and academicians from the third countries, who come to work in Lithuania, who write scientific articles in Lithuania about the global and national issues, teach at universities, organize conferences and otherwise share their knowledge.


Project results:

-          Study visits to Finland and Italy – in order to find out how integration works there;

-          Feasibility study – the first step towards identifying the problem and finding potential solutions;

-          Legal analysis – in order to identify legal constraints of integration;

-          Conference – the second tool to make the problem and solutions public;

-          Internet webpage, meant to stimulate the communication within the target group.


All of the results derived from this project will directly affect the target group and their needs, will help certain governmental institutions to solve problems, and give more opportunities to the universities and research institutions to cooperate with qualified employees from the third countries. The level of country’s education and scientific work would rise as well as the international cooperation.


Problems that were identified while carrying out research:


-          Lithuania has complicated laws to get residence permits;

-          Difficult process of immigration and integration of family members;

-          Lack of motivation of the receiving organization;

-          Lack of information in foreign languages;

-          Language barrier;

-          Discrimination.


Recommended solutions:

-          Simplify visa regimen;

-          Simplify the procedures of issuing work permits;

-          Organize trainings for employers about the possibilities and procedures of employing third country nationals;

-          Organize integration trainings for third country nationals;

-          Organize Lithuanian lessons for third country nationals;

-          Raise awareness of the advantages of employing third country nationals among the employers;

-          Introduce / provide legal services free of charge;

-          Provide help for third country nationals seeking to get permits (work or residence) to fill up the necessary documents;

-          Establish integration centers;

-          Improve public flow of information about living and working conditions in Lithuania;

-          Educate Lithuanian citizens about the third country nationals;

-          Display public information in several foreign languages (e.g. English and Russian);

-          Encourage the expression of courtesy and tolerance of Lithuanian citizens towards people of different race, religion or culture;

-          Organize actions against any discrimination of immigrants.


The European Fund for the Integration of Third-country Nationals is one of four parts of the Framework Programme on Solidarity and Management of Migration Flows. The framework programme is designed to gradually introduce integrated control and surveillance of external borders of the EU and implement integrated asylum and immigration policies. Four finds have been established on the basis of this framework programme: 1) External Frontiers Fund; 2) European Return Fund; 3) European Refugee Fund; 4) European Integration Fund (EIF).


EIF is the fund of the EU established on 25 June 2007 by the Council Decision 2007/435/EC establishing the European Fund for the Integration of third-country nationals for the period 2007 to 2013 as part of the General programme "Solidarity and Management of Migration Flows" (OL 2007 L 168, p. 18) (hereinafter the Council Decision 2007/435/EC).


The general objective of the Fund is to support the efforts made by the Member States in enabling third-country nationals of different economic, social, cultural, religious, linguistic and ethnic backgrounds to fulfill the conditions of residence and to facilitate their integration into the European societies.
